[edit] Monitoring ongoing conflicts

Many NGOs and independent groups try to monitor the situation of ongoing conflicts. Unluckily, the definitions of war, conflict, armed struggle, revolution and all these words which describe violent opposition between States or armed organised groups, are not precise enough to distinguish something from something else. Just as an example, the word terrorism is used indifferently by many governments to delegitimate every kind of armed revolt and, in the same time, by many rebel groups to delegitimate the armed repression of sovereign governments.

Until WWII society simply defined "war" as a state when an official declaration of war exists, but countries have existed in states of declared war against each other without any actual conflict occurring and, on the other side, such wars like Vietnam or Korea never were officially declared.

As a matter of fact, defining the concept is not as easy as it might appear. Moreover, the more and more frequent condition of asymmetric warfare or guerrilla makes no one, single characteristic useful to distinguish official war from official peace. As a result, all the organisations involved in war/peace matters give different lists of ongoing conflicts.
