Luo Xuejuan (simplified Chinese: 罗雪娟; traditional Chinese: 羅雪娟, born January 26 1984 in Hangzhou, Zhejiang province) is a female Chinese swimmer.

She began swimming in 1991 because her parents thought she was so thin that the exercise would make her stronger.

Luo represented China at the 2004 Summer Olympics, earning a gold medal in the Women's 100 meter breaststroke and setting a new Olympic record of 1 min 6.64 s, just off the world record by 0.27 seconds. She was also crowned World Champion in this Olympic event and the 50 meter breaststroke at both 2001 Fukuoka and 2003 Barcelona World Championships. Luo was also instrumental in her relay team's victory in the 4x100 meter medley relay at 2003 World Championships, setting the fastest ever women's breaststroke relay split in history.

However, Luo failed to defend her World Champion titles in the XI FINA Montreal Swimming Championships in 2005, when she received a 4th place in 100m breaststroke and a 7th place in 50m breaststroke. Yet this was understandable as Luo participated in the entire championships with an injured ankle but insisted on competing.

On January 24th 2007 she announced that she's retiring from swimming sports due to a heart surgery failure.
