Going Overboard was a low budget film, and the entire movie was filmed during a cruise going to the Miss Universe Pageant. The movie could be consider tongue-in-cheek as much of the humour is derived from the intentional tackiness of the film, such as when Adam Sandler's character states that the film "isn't a low-budget movie, but a no-budget movie!" The film could be considered a B-movie.
