Buluan is a 4th class municipality in the province of Maguindanao, Philippines. According to the 2000 census, it has a population of 51,098 people in 9,501 households. The population is almost exclusively Muslim and is the oldest municipality in the region. Known for its beautiful and productive lake that is shared by another municipality, Lutayan, in the Province of Sultan Kudarat.

On December 30, 2006, two new municipalities were created out of Buluan namely: Mangudadatu and Pandag, losing 8 barangays to each of the two new towns.

Political History

The Municipality of Buluan had its first appointed and elected Mayor in the person of Hon. Datu Luminog T. Mangelen who later served as Empire Cotabato Congressman, but before him was a President named Bai Bagungan but did not became Mayor. Next to him is his younger brother Hon. Datu Samad T. Mangelen, who served for almost 40 years undefeated although several attempts were made by his political opponents. Datu Samad Mangelen became the longest serving Mayor and his record in terms of length of service until now is unsurpassed. He died on service as Mayor and was succeeded by a nephew, Hon. Datu Powa K. Mangudadatu. The Hon. Mangudadatu served for 3 consecutive terms, undefeated, followed by his son Hon. Datu Esmael G. Mangudadatu who also finished his 3 consecutive terms. At present, the newly elected Mayor is a younger brother of then Mayor Datu Esmael G. Mangudadatu, a former ABC President of this Municipality in the name of Hon. Datu Ibrahim G. Mangudadatu who ran and won unoppossed.
